Tentative Agreement Reached, 2013-2015 Clerical Contract

After more than 10 full-day sessions of negotiations and mediation beginning in June, the mediators proposed a settlement that both parties could abide by. Although, our table committee will be the first to say that this isn't the deal the table committee wanted; it is better than what the University management committee had been proposing and better than what most other employee groups received.

In a nutshell, here is the tentative agreement:

·  A 3% salary increase in both years of the contract – 1% as a general wage adjustment, and 2% in steps

o   In the first year (2013-2014) the 1% wage increase will be retroactive to July 29, 2013 and our step increases will continue on our anniversary dates

o   $400 lump sum as of date of signing for those at the top of the pay range (i.e. those who don't get step increases) in the first year only

o   In the second year (2014-2015) the 1% wage increase will be effective July 1, 2014 and our step increases will continue on our anniversary date

o   Language temporarily suspending step increases in 2011-2012 has been deleted from the contract

·  Timeline for requesting arbitration is changed from a 2-stage 120 day process to a 1-stage 90 day process (from when step 3 response was due)

·  Leave of absence for voting can be taken any time on election day, rather than morning only

·  All MOU's are retained in the current contract, excluding the one on ergonomics

·  The University's changes to health insurance, as proposed on July 9, 2013:

o   Coverage choice must be made within 30 (changed from 60) calendar days of eligibility.

o   Medical and dental coverage termination will take effect on the first of the month following loss of eligibility status (changed from the first day of the month following the end of the pay period of loss of eligibility status).

o   Out-of-Network Emergency and Urgent Care will be covered 100% after copay, same as In-Network.

o   Increase the following copays: Emergency room – $100 (from $90); Urgent care - $25 (from $15); CT and MRI Scans – $50 (from $30); Office visits - $25 (from $15) for primary care, mental health, chemical dependency, chiropractic, physical, speech, occupational therapy, and home health care; Specialty office visits -  $35 (from $15) for specialty care; Non-Formulary Drugs - $75 (from $60).

o   Deductible: $100 single and $200 family combined annual deductible to all items without a copay.

o   Basic life insurance: employer contribution will be 115% of employee’s annual salary (changed from one time the salary rounded up to the next $5000).

Following the informational meetings, a ballot on the agreement will be sent to your home address. In accordance with state law, only full members are allowed to vote on the contract proposal. Because this proposal affects everybody’s salary and benefits, however, we encourage you to become a full member and to vote.
